To the President of Policy & Resources: Sir, the stop and check recruitment process has an obvious appeal and the savings so far, of course, are welcome – although they are only one third of a percent of the 2015 pay spend. But I would submit that it is neither good nor efficient governance in that it requires staff earning £100,000 to make management decisions that should be made by staff earning £40,000, and in that respect it is obviously not a long-term solution. To what extent does the President anticipate that the public sector reform will address those concerns about management capability?
